Washington Traffic Safety Commission Grant Agreement Renewal

Present Situation

The Washington Traffic Safety Commission (WTSC), as the statewide administering organization for the National Highway Traffic Safety Administration, has awarded $54,000 in grant funding for a regional initiative to reduce and prevent fatal traffic crashes. A total of $10,800 will be available to Vancouver Police over 12 months to participate in high-visibility enforcement patrols as part of an evidence-based national program model.

 

Traffic safety affects everyone who lives or travels in Southwest Washington. Vancouver will partner with the Washington Traffic Safety Commission and local law enforcement agencies to participate in statewide high visibility enforcement campaigns throughout the year. Local law enforcement agencies will participate in a targeted outreach and education campaign that addresses risk factors often involved in fatal and serious injury crashes.

 

Washington Traffic Safety Commission funding is effective October 1, 2019– September 30, 2020 and will provide a total of $54,000 for police overtime. Of the total amount, $10,800 will be available to the Vancouver Police Department for officer overtime to participate in traffic safety emphasis patrols. No match or retention funding is required.


Advantage(s)
  1. This program will improve the City's traffic safety efforts by providing additional resources to target traffic safety.  
  2. The 12-month grant requires no cash match, local funds, or retention.
  3. WTSC funding will support a multi-agency evidence-based model to reduce fatal crashes by enhancing traffic safety outreach and enforcement across the region.

Disadvantage(s)
None.
Budget Impact

There is no local funding match or ongoing costs required, and no net impact to the General Fund. The appropriation of revenues and budget for expenditures associated with this grant will come forward as part of the City’s next Supplemental Budget Appropriation process.

Action Requested

Authorize the City Manager or designee to execute an agreement approving the receipt of grant funds to enhance traffic safety.
