2020-2022 Collective Bargaining Agreement between the City and IAFF Local 452
Key Points
  • Three year agreement (2020-2022).
  • Rates of pay for 2020 will be adjusted by 3%, 2021 by 2.5%, 2022 by 2%.
  • Fire Trust health contributions will increase by 5% in each year of the contract.
  • Firefighter Paramedics will increase from 10% of the top step firefighter to 15% to reflect changing market conditions.
  • The addition of Lead Captain, Lead Marine Pilot, and Shipboard Firefighting specialty assignments and qualifications to allow for better management of the Marine Division and ensure the City’s ability to meet its regional agreement obligations.
  • Several operational changes to the contract allow for better management of work days, vacation cancel swaps, and staffing of rescue assignments.

Present Situation

The labor agreement between the City and the IAFF Local 452 bargaining unit expired on December 31, 2019.  The parties were able to work through a collaborative process and consensual decision making on many of the provisions for a new three-year agreement, and IAFF Local 452 has ratified the contract. The labor agreement is being brought to Council for approval.


Advantage(s)

If ratified, the City and bargaining unit will have a collective bargaining agreement and will be operating under an agreement that meets the business needs of both parties.


Disadvantage(s)

There are no known disadvantages to ratifying.


Budget Impact

Funding for the wage adjustments resulting from ratification of the 2020-2022 collective bargaining agreement with IAFF Local 452 is available in the adopted 2019-2020 budget and is reflected in the six (6) year financial forecast.

Action Requested

On February 24, 2020, authorize the City Manager or his designee to formally ratify the 2020-2022 Collective Bargaining Agreement with IAFF Local 452 by signing the 2020-2022 IAFF Local 452 CBA.
