Bid Award - Central Vancouver North PH2 Sewer Improvements, per Bid #21-07
Key Points

Present Situation

The Central Vancouver North Phase 2 project is proposed to be constructed under the Sewer Connection Incentive Program (SCIP). This project will provide reliable sewer service to 37 parcels by installing approximately 2,300 linear feet of 8-inch gravity sewer mains in NE 70th St, NE 63rd Ave, NE 62nd Ave, NE 60th Ave and NE 58th Ave.

 

On March 9, 2021, the City received 6 bids for the subject project. The bids ranged between $480,000 and $550,000 with 2 bids determined to be non-responsive. The low bidder was responsive. The bids are as follows:

Based on the amount of the bid, this project falls under the $500,000 policy threshold, so there are no contractual requirements for the contractor to deliver apprenticeship hours on this project.


Advantage(s)
  1. Provide reliable sanitary sewer service to residents.
  2. Subsequent decommissioning of septic systems will protect the communities water supply.

Budget Impact

Funds for the sanitary sewer improvements were appropriated in the Sewer Construction Fund, Capital Improvement Program 2021-2022 Budget.

Action Requested

Award a construction contract for the Central Vancouver North Phase 2 Sanitary Sewer Improvement project to the lowest responsive and responsible bidder, Advanced Excavating Specialists of Longview, WA, at their bid price of $488,333.33, which includes Washington State sales tax.
