- Staff is proposing to use the CDBG-CV funds for public services that serve people impacted by COVID-19 and technical assistance to businesses negatively affected by COVID-19.
- The CDBG-CV funding priorities will be added to the HUD-approved 2020 Action Plan. This allows the City to spend the CDBG-CV funds as soon as Council approves the priorities.
- Estimated outcomes of CDBG-CV projects include 1,944 people receiving public services and 445 business owners assisted.

| | | | | | | | Present Situation | Separate from the 2021 CDBG and HOME entitlement, the City has received an additional $1,127,065 in CDBG funds (CDBG-CV) from the second round of funding allocated under the federal Coronavirus Aid, Relief and Economic Security (CARES) Act. The CDBG-CV funds must be used to prevent, prepare for, or respond to COVID-19 and its community impacts.
Staff have completed a competitive application process starting October 16, 2020, and ending December 7, 2020. Applications submitted during that time were reviewed, scored and prioritized by a committee of 27 community members and City staff. The following recommendations are based on those prioritizations.
Proposed CDBG-CV funding priorities
Based on emerging community needs and feedback from City leadership and external stakeholders, staff is proposing to spend the $1,127,065 in CDBG-CV funds for public services and small business assistance as described in the chart below. Projects have been reviewed and prioritized to move forward to contracting upon Council approval. The chart below illustrates how CDBG-CV funds will be used. See attached list of CDBG-CV project recommendations for additional details about each project.
Award process
The application process for 2021 CDBG, CDBG-CV, HOME and AHF began in October of 2020. A 27-person volunteer committee composed of community representatives and City staff completed the prioritization process. The committee reviewed grant proposals, attended applicant presentations, scored and prioritized the projects, and suggested funding options. Projects recommended for CDBG-CV are able to move forward with contracting upon Council and HUD approval.
