Washington Traffic Safety Commission MOU
Key Points
  • Due to the training and commitment required, there are a limited number of certified Drug Recognition Experts in Southwest Washington.
  • A partnership with Washington State Traffic Safety Commission provides additional Drug Recognition Expert resources for all jurisdictions in the region, ensuring a safer community without incurring unfunded overtime expenditures for the agency responding.

Goal 2, Objective 2.1: Provide reliable and responsive police, fire and EMS service.


Present Situation

There are a limited number of certified Drug Recognition Experts (DRE) in Southwest Washington. When a drug evaluation is required and no certified DRE is on duty, the Washington State Patrol maintains a roster of regional DRE’s that would be available on an overtime basis to conduct these investigations. Washington State Traffic Safety Commission reimburses the officer’s agency for the overtime expenditures incurred for these investigations.


Advantage(s)

Mutual assistance partnerships provide additional resources for all jurisdictions in the region to ensure a safer community without impacting an officer’s regular duties or incurring unfunded expenditures for the agency providing the services.


Disadvantage(s)

The MOU allows payment of overtime at 1.5 times the regular rate of pay. Due to labor agreements, the City of Vancouver may need to pay double time for the callout of a DRE, which means the City of Vancouver is responsible for half-pay in these circumstances.


Budget Impact

There is minimal budget impact, which will be supported by the current VPD budget. Any overtime expenditures that are incurred will be appropriated in the next Supplemental budget process.

Action Requested

Authorize the City Manager or his designee to enter into an agreement between the Washington Traffic Safety Commission and the Vancouver Police Department to allow Vancouver Police Department officers who are certified Drug Recognition Experts to work on an overtime basis when a drug evaluation is needed outside of their regular jurisdiction when no other DRE is available on duty.
