2021 Pavement Repairs Project, construction acceptance and release of retainage
Key Points
  • The City maintains approximately 1,900 lane miles of streets in its system.
  • The purpose of this contract was to repair areas of failed pavement on streets in advance of the City’s annual preservation program for 2021.
  • Lakeside Industries, Inc., of Vancouver, Washington, was awarded the contract for the 2021 Pavement Repairs Project in April 2021, began work in May 2021, and was physically complete in June 2021.
  • The project had a 3% apprenticeship goal, which the contractor exceeded.

Present Situation

Lakeside Industries, Inc., of Vancouver, Washington, has satisfactorily completed the subject improvements in accordance with the plans and specifications.  The original construction contract bid amount was $668,754.00.  Final construction costs were $805,875.37, an increase of approximately 20% from original bid amount.  The increase in costs was due to a project decision to add streets to the project for efficient delivery of services within available program budget. 

 

The City received very favorable bid prices for the work to be performed under this contract.  As a result, the City and the Contractor agreed to add sections of several additional streets to this project, including NE 112th Street, NE 137th Street, and Thurston Way, which had areas of deteriorated pavement that would have been more costly for City maintenance crews to repair.

 

This project had a minimum apprenticeship goal of 3% of the utilized labor hours for this project, which corresponded to 169 labor hours required.  The contractor exceeded this goal by delivering a total of 319 apprenticeship labor hours for the project, yielding a percentage of approximately 6% of the total hours used. 


Advantage(s)
  1. Completes the City’s contractual and statutory process for accepting the project.
  2. Formal project acceptance allows for closure on third-party bond claims and facilitates release of retainage.

Budget Impact

This project was funded through the Pavement Management Program, which has sufficient funds budgeted to cover the additional costs.  


Prior Council Review

Award of construction contract for the 2021 Pavement Repairs project in April 2021 (Staff Report 048-21).


Action Requested

On September 13, 2021, accept the 2021 Pavement Repairs Project as constructed by Lakeside Industries, Inc., of Vancouver, Washington, and authorize release of the retainage bond on file, subject to receipt of all documentation required by law.
