| | | | | | | | Present Situation | This project will rehabilitate approximately 2,800 linear feet of existing 36-inch interceptor sewer mains using the trenchless process of Cured-In-Place-Pipe (CIPP). The Southside Interceptor is part of the backbone of the sewer system that transports wastewater to the Westside Reclamation Facility. This project is the result of an interceptor condition assessment project completed in 2016 that provided a list of capital projects needed to maintain the system.
On August 31, 2021, the City received 4 bids for the subject project. The bids ranged between $976,000 and $1,562,000.00. The bids are as follows:

An Apprenticeship Program Waiver Request was approved for this project. A copy of the waiver request is attached. From experience with past similar CIPP projects the City has confirmed that for rehabilitation projects that utilize CIPP trenchless technology, the labor hours and subsequent labor costs required to complete the project are very low compared to the higher cost of the materials needed. Using the projects that appear in the waiver request, the Central Van North project, which was built with traditional open-trench digging methods, had approximately 47% labor costs and 53% materials/other costs. The Southside Interceptor CIPP project had approximately 14% labor costs and 86% materials/other costs.
Following the City’s current apprenticeship policy, this project meets both of the criteria for waiver of an apprenticeship requirement: the project is a high materials cost but low labor hours project, and the contractor will only be allowed 30 working days to complete the work.
