Ratify Memorandum of Understanding (MOU) Between the City of Vancouver and the Vancouver Police Officer’s Guild (VPOG) to Implement Policy 701 for a Comprehensive Police Camera Program
Key Points
  • The City of Vancouver and VPOG agree to the terms of Policy 701 (Exhibit A – VPD Policy 701, Police Camera Program).
  • Both parties agree to the delineation for the Information Technology work associated with camera technology equipment as outlined in the MOU.
  • Both parties agree to a 2% base wage increase effective January 1, 2022 to address the impacts of implementing the police camera program (Exhibit B – Updated Salary Schedule).
  • Both parties agree the implementation of a police camera program will increase transparency and safety for both officers and the public we serve. The police camera program will also allow the Vancouver Police Department to purchase a camera system that adheres to the highest standards and quality to meet the City’s needs and the needs of the community.

Present Situation

Over the last several months, the City has been engaged with the community via the Community Task Force on Policing to explore a range of policy and operational changes within VPD, including establishing a police camera program.  This community engagement informed the City's development of a new camera program policy for VPD, which is the foundation for bargaining contract terms with the Police Officer's Guild to implement a program.  The resulting policy and contract terms establish management and employee rights and responsibilities, community rights and protections, as well as compensation for officers associated with establishment and deployment of a camera program.

 

Based on this, the City of Vancouver and the VPOG jointly wish to implement a comprehensive police camera program, to include body-worn and in-car cameras, for purposes of enhancing the safety of police officers and building transparency with the public, along with increasing the availability and protection of evidence during civil, administrative, and criminal investigations.

 

The camera program is anticipated to be fully implemented in the second quarter of 2022. 


Advantage(s)

If the MOU is ratified, the City of Vancouver and VPOG bargaining unit will have an agreement to the implementation of Policy 701, Police Camera Program.


Disadvantage(s)

There are no known disadvantages to ratifying the MOU.


Budget Impact

The City of Vancouver has budgeted $3 million in this biennium to support the police camera program.

 

The total annual cost of a 2% base wage adjustment for commissioned officers effective January 1, 2022, is estimated to be $594,108.
