Request to Reject All Bids - ITB 21-30: Tree Pruning and Removal
Key Points
  • City staff is recommending Council reject all bids received for the On-Call Tree Pruning and Removal, ITB 21-30 solicitation as only one responsive, responsible bidder submitted for this solicitation.
  • The existing contract for On-Call Tree Pruning and Removal is set to expire December 31, 2021 and the not-to-exceed amount has almost been fully utilized under the current contract and a new solicitation is needed to continue services.

Present Situation

On September 14, 2021, the City received two bids for the subject project. The bids were based upon estimates of work needed within a one-year period of the contract. One bid was deemed non-responsive as it did not include the required bid bond with the bid. The second bidder was responsive. The bids are as follows:

City Staff recommends rejecting all bids to re-solicit this project at a later time in hopes to widen competition by advertising the project for a longer period of time and advertise within local contractor communities and arborist communities. City Staff feels it would be in the best interest of the City to encourage more contractors to bid on the contract.


Advantage(s)

Allows more contractors the opportunity to bid on the project.


Disadvantage(s)

Additional time is required to execute a new contract.


Budget Impact

Since the service is used on an on-call basis as needed, budgetary impact will vary based on utilization. Sufficient budget for this service has been allocated in the 2021-2022 Budget. 


Prior Council Review

Existing contract was awarded on October 17, 2016, by Staff Report 138-16 and expires December 31, 2021, as no further extensions are available.


Action Requested

On October 4, 2021, reject all bids for the On-Call Tree Pruning and Removal, ITB 21-30 project and direct City Staff to re-advertise the project.
