Approval of purchase authority for modular shelters for two Safe Stay Community sites from Pallet
Key Points
  • The City utilizes cooperative purchasing to procure modular shelters and related services from the City of Salem contract with Pallet.
  • Purchases from this contract will exceed $300,000 with the purchase of additional shelters.
  • City staff would like to purchase the modular units necessary to establish two additional Safe Stay Community sites. Each site includes 20 shelter units, which have two bunks and an electric heater, and one office unit.
  • The City Council is being asked to approve $402,105.98 to purchase additional modular shelters.

Present Situation

A part of the Vancouver Homelessness Plan calls for the establishment of Safe Stay Community sites where residents are provided shelter and personal hygiene facilities and are given access to social service providers to allow them to transition to permanent housing.

The first Safe Stay Community, located at 11400 NE 51st Circle, opened on December 23rd, 2021. City staff are working on establishing additional Safe Stay Community sites within the City of Vancouver and need to purchase the shelter units and office units from the manufacturer, Pallet. City staff were informed by Pallet that prices will be increasing in 2022 but that we can secure the 2021 prices if we place our order now.

Each site features 20 shelter units, with two bunks and mattresses per unit and one electric heater, an office, and personal hygiene facilities. The quote from Pallet includes all assembly costs.


Advantage(s)
  1. Allows the City to continue implementing a key part of the Homelessness Plan through the establishment of additional Safe Stay Community sites.
  2. Allows the City to continue to piggyback on the City of Salem contract to purchase shelters.
  3. Allows the City to take advantage of 2021 pricing before the unit prices increase.

Budget Impact

All costs associated with the additional Safe Stay Community will be funded by the Affordable Housing Sales Tax. The relevant appropriation will be allocated in the First Supplemental of 2022.

Action Requested

Authorize the City Manager or their designee to approve purchases not to exceed $402,105.98 from Pallet on the City of Salem Contract to purchase additional modular units for use in two Safe Stay Community sites.
