Accept funding in the amount of $425,000 for Summer Programs operated by the Parks, Recreation & Cultural Services Department (PRCS) from the Summer Experiences & Enrichment for Kids (SEEK) Fund
Key Points
  • The purpose of the SEEK Fund is to help agencies increase their community's access to quality, outdoor summer programming for youth and communities who have historically been underserved and who have been most impacted by the COVID-19 pandemic.
  • Eligible programs address students’ social, emotional, mental health, and academic needs through outdoor recreation. The 2022 funding cycle covers reimbursements for the City's summer program (summer being defined as the time between April 15—September 15, 2022), prioritizing activities or programs that promote social connection, encourage physical activity, and support families who are struggling with childcare needs.
  • The Department submitted applications for the funding in November 2021.
  •  Funding is provided by the Office of Superintendent of Public Instruction. The contracts have been developed by the Association of Washington Cities.
  • Parks, Recreation and Cultural Services (PRCS) received notice of funding approval in early February for all three applications submitted.  
  •  This includes funding for the following summer programs:
    • Summer Day Camps, $326,000 
    •  Youth Sports Programs, $18,000
    •  Urban Youth Program, $81,000
       

Strategic Plan Alignment
Goal 4: Ensure that Vancouver's parks and trails system is the highest quality and most complete in the region.
Present Situation
  • During the 2021 summer season, PRCS received $165,278.70 for the summer day camp program.  
  • For 2022, the SEEK program was expanded to allow up to three applications per organization.
  • The Department then submitted three applications to help fund programs run during the 2022 summer season.
  • The Department applied for funding for the following summer programs:  day camps, youth sports programs, as well as the Urban Youth Program.
  • The funding will help with program costs such as: staffing, transportation, supplies, professional services, as well as admission costs and food.
  • The contracts need to be approved, signed, and submitted.  

Advantage(s)
This funding will help pay for most costs that occur in these three programs.

Budget Impact
The budget to expend the full allotted to Vancouver amount will be requested in the First Supplemental of 2022. The grant amount $425,000 provided will assist with most costs involved in these programs.

Approve the $425,000 in funding from the SEEK program for 2022 summer programs.
