Purchase and Sale Agreement(s) for future Fire Station #6
Key Points
  • Purchasing these properties, located adjacent to one another, will allow Vancouver Fire Department to re-locate and build a larger fire station that will ensure this service area has adequate responsiveness to calls and to ensure that Fire Station #6 can withstand a seismic event and be able to maintain operations in the event of a regional emergency.

 

  • The City has evaluated a number of different properties to serve this purpose and finds the market of available real estate in this service area with sufficient access and egress for Fire Department operations to be severely limited.

 

  • The negotiated purchase price for each PSA is above the appraised value because of the limited site options available in the area that allow the City to fulfill the fundamental public purpose of protecting the public health, safety, and welfare through services provided by Fire Station #6.

Present Situation

As the City of Vancouver continues to grow, so do the public safety needs of our residents. As part of our continued efforts to maintain the best public safety policies and practices, the City of Vancouver completed a Long Range Facility Plan for the City’s Fire Department.  Upon completion of this plan, it was determined that the City would best be served by re-locating Fire Station #6, currently located at 3216 NE 112th Avenue, to a larger property within the service area and ideally in close proximity to the current central station location in order to continue to provide fire and public safety services to this area.

 

Upon locating a site that met the requirements, the City began negotiating with the owners, who are related, for the purchase of two adjacent parcels comprising the location. The purchase of these parcels will allow for a site that is larger and better situated on the street network than the current site of Fire Station #6. This new location will allow Fire Station #6 to serve the most miles traveled in the fewest minutes of response and will better serve our firefighting and emergency medical incident response requirements.

The combined property consists of approximately 68,389 square feet (1.57 acres) and each Purchase and Sale Agreement is contingent on the City acquiring both properties because the site requires both parcels in order to provide an adequately sized and accessible Fire Station site. 

 

The City was provided a due diligence period and has conducted an investigation of the properties, satisfying that contingency. The Purchase and Sale Agreements contemplate a closing date on or before December 31, 2022.

  1. Provides for the public safety needs of City residents
  2. Replaces a fire station that was built in 1979.

Disadvantage(s)
No disadvantages are foreseen.
Budget Impact

The 2021-2022 budget includes sufficient appropriation for this acquisition.

Action Requested

Ratify the purchase and sale agreement(s) entered into between the City of Vancouver and Mathew Tech and Che Tan; Khuon Lim and Sovanara Meas, co-trustees Lim Family Revocable Trust to purchase real property at the total purchase price of $1,250,000 (162631-000 $575,000 and 162609-000 $675,000). Authorize the City Manager or designee to execute documents necessary to close this transaction.
