Collective Bargaining Agreement with the American Federation of State, City and Municipal Employees (AFSCME), Local 307VC, AFL-CIO
Key Points
  • Three-year CBA (effective January 1, 2022, to December 31, 2024)
  • Rates of Pay for 2022 will be adjusted by 4.75%, 2023 by 4%, 2024 by 4% for all covered classifications
  • 2022 increases will be retroactive to January 1, 2022
  • $900 one-time ratification incentive
  • Operational changes to cell phone/pager pay and fatigue time for better management of overtime and employee safety
  • Administrative changes to Recall, PTO, salary step plan to provide clarity and alignment with practice
  • Enhancements in support of diversity, equity and inclusion recognizing Juneteenth as a paid holiday, updating the Day after Thanksgiving holiday to Native American Heritage Day, as well as utilizing inclusive language throughout the agreement

Present Situation

The labor agreement between the City and the Collective Bargaining Agreement with the American Federation of State, City and Municipal Employees (AFSCME), Local 307VC, AFL-CIO bargaining unit expired on December 31, 2021. The parties were able to work through a collaborative process and consensual decision making on many of the provisions for a new three-year agreement. The new labor agreement was recently ratified by the AFSCME members and is now being brought to Council for approval.


Advantage(s)

If ratified, the City and bargaining unit will have a collective bargaining agreement and will be operating under an agreement that meets the business needs of both parties.


Disadvantage(s)
There are no known disadvantages to ratifying.
Budget Impact

The cost of the increases over the three-year time period are estimated at $3.8 million. The City of Vancouver 2021-22 budget contains funding for the increases included in the collective bargaining agreement with the AFSCME for 2022. The budget supporting the increase in costs for 2023 and 2024 has been included in in the 2023-2024 City Manager's Recommended Biennial Budget.

Action Requested

Authorize the City Manager or designee to sign the January 1, 2022 to December 31, 2024 Collective Bargaining Agreement with the American Federation of State, City and Municipal Employees (AFSCME), Local 307VC, AFL-CIO, by executing the same.
