Interlocal Agreement with Clark Public Utilities (CPU) for Overhead Electric Line Relocation associated with the NE 68th Street transportation project (on NE 68th Street from NE 28th Avenue to St Johns Road. (Project #PRJ072462)
Key Points
  • The project will upgrade and provide urban standards for NE 68th Street, originally constructed as a two-lane roadway without curbs or sidewalks.
  • CPU owns certain facilities adjacent to the project area, located in easements, that must be relocated to complete the road improvement project.
  • The City desires these facilities to be relocated elsewhere in order to allow the road improvement project to proceed. Consistent with past practice, because the facilities are located in private easements, the City is responsible to compensate CPU for the performance of the relocation work.

Present Situation

The NE 68th Street transportation project is a joint project between the City of Vancouver and Clark County. The project spans NE 68th Street between Highway 99 and St Johns Road. The City portion of the project is between NE 28th Avenue and St Johns Road.

The City and CPU have been working cooperatively to complete the NE 68th Street transportation project. Relocation is required for CPU facilities. When CPU has facilities located within the right-of-way, CPU is responsible for the cost of relocation to accommodate roadway reconstruction. When the facilities are located in CPU easements, CPU can require reimbursement for the relocation of the facilities. An Interlocal Agreement must be executed to enable the City to reimburse CPU for these costs.


Advantage(s)

This Interlocal Agreement will provide staff authority to reimburse CPU for the relocation of their facilities needed for the City’s project to be completed.


Disadvantage(s)

The City will need to reimburse for the costs, but these costs have been planned and budgeted.


Budget Impact

The project is currently funded through federal grants, a state Transportation Improvement Board grant, and local matching dollars. The project is included in the 2021-2022 Transportation Capital Fund Budget.

Action Requested

Authorize the City Manager or designee to sign an Interlocal Agreement with Clark Public Utilities for reimbursement of expenses for Overhead Electric Line Relocation – NE 68th Street transportation improvement project, currently estimate to be $22,947.97 which includes sales tax.
