SUBJECT

Appointment of committees to prepare arguments advocating voters' approval and rejection of the Affordable Housing Levy Replacement proposition pursuant to RCW 29A.32.280
Present Situation

RCW 29A.32.280 directs a legislative authority submitting a measure to voters to appoint a committee to prepare arguments advocating voters' approval and rejection of the measure. Specifically, RCW 29A.32.280 provides as follows regarding the composition of the committees and the county auditor’s role if the legislative authority fails to appoint committees by the resolution submission deadline:

“[…] The authority shall appoint persons known to favor the measure to serve on the committee advocating approval and shall, whenever possible, appoint persons known to oppose the measure to serve on the committee advocating rejection. Each committee shall have not more than three members, however, a committee may seek the advice of any person or persons. If the legislative authority of a unit of local government fails to make such appointments by the prescribed deadline, the county auditor shall whenever possible make the appointments.”

At the September 19, 2022, City Council Meeting, Council approved a resolution submitting a ballot proposition to voters that would replace the City’s expiring Affordable Housing Levy. Following this action, Council discussed potential committee members to serve on the committee to advocate approval of the Affordable Housing Levy Replacement proposition. Councilmembers Sarah Fox and Kim Harless volunteered to serve on the committee advocating for approval of the proposition. After a brief discussion, Council recommended that staff reach out to Alishia Topper to inquire about her interest in serving on the committee to advocate for approval of the proposition. Alishia Topper indicated that she would be willing to serve on this committee.
