Affordable Housing Intergovernmental Agreement with VHA; and Associated Interfund Loan
Key Points
  • The VHA is developing Lincoln Place II, a 42-unit project of 1-bedroom permanent supportive housing units adjacent to the existing Lincoln Place development at 1110 W. 13th Street.
  • Due to code requirements, VHA identified the need to purchase a nearby site to meet the minimum parking requirements of .75 parking spaces per affordable unit.
  • The site, located directly across the street from Lincoln Place II at 1101 W. 13th Street, is approximately one-quarter acre and currently has a single-family residence onsite that would be demolished for the development of parking.
  • The VHA requested support from the Affordable Housing Sales Tax Fund (AHSTF) to purchase this site. VHA purchased the site when it came on the market, for its appraised value of $480,000 in July 2022.
  • Without the purchase of this site, the Lincoln Place II project would not be able to develop all 42 units of housing to support tenants exiting homelessness.
  • City staff recommends executing an Interlocal Agreement between the City and Vancouver Housing Authority to provide support for development of off-site parking for Lincoln Place II. The interlocal agreement would provide a grant of $240,000 to fund the purchase of the parking site and would require a 20-year affordability covenant for the Lincoln Place II project.
  • Since Lincoln Place II is still in the financing stage of development and the property was already purchased, the General Fund will be used to reimburse VHA now and the AHSTF will repay the General Fund as housing development begins per the terms of the Interlocal Loan MOU between Housing and Finance.

Present Situation

In partnership with the Vancouver Housing Authority (VHA), the Housing Initiative is developing Lincoln Place II, a 42-unit development comprised of 1-bedroom Permanent Supportive Housing units. The project site is currently a vacant parcel of land adjacent to Lincoln Place Apartments, a 30-unit Permanent Supportive Housing development operated by the VHA. The goal of Lincoln Place II is to increase service delivery efficiency by connecting the two developments.

Due to code requirements, the VHA determined that the purchase of an additional site is necessary to support the parking needs for Lincoln Place II. City code requires .75 parking spaces per unit for affordable housing development, and the Lincoln Place II project site alone cannot meet this requirement for all 42 planned units.

 

The site identified for parking is located at 1110 W. 13th Street, directly across the street from the Lincoln Place II development. The site is approximately one-quarter acre and currently has a single-family residence onsite that would be demolished for the development of parking. The property was acquired in July 2022 because this is the time when the owner chose to sell. Without the purchase of this site, the Lincoln Place II project would not be able to develop all 42 units of housing to support low-income residents.

 

VHA requested support from the Affordable Housing Sales Tax Fund (AHSTF) to acquire this site. The total cost of the acquisition is $480,000, and the VHA requested $240,000 from the City. City staff recommend providing a grant of $240,000 to the VHA for this acquisition. Funding would be provided through an interlocal agreement under Chapter 39.34 RCW for joint and cooperative activity and to provide for services to be provided by one governmental organization to another. The interlocal agreement would require a 20-year affordability covenant for the Lincoln Place II project to meet the requirements for AHSTF funding.

Budget Impact

The $240,000 for the Lincoln Place 2 Development support will be provided initially by the General Fund and when housing development begins, the Affordable Housing Sales Tax Fund will repay the General Fund loan.

Action Requested

Approve a resolution that authorizes:

  • the City Manager or their designee to execute an Interlocal Agreement with the Vancouver Housing Authority to provide support for affordable housing and eventual off-site parking for the Lincoln Place II project; and
  • a General Fund advance to support affordable housing development, which will be repaid with interest from the Affordable Housing Sales Tax Fund per the terms of the Interfund Loan Memorandum of Understanding.
