Ratification of the Collective Bargaining Agreement for Vancouver Fire Command Officers
Key Points
  • Three-year agreement (2023-2025).
  • Rates of pay for each year of the contract will be adjusted by the same percentage of increase agreed to by the City and IAFF Local 452 Fire Suppression.
  • Fire healthcare trust contributions will match those agreed to by IAFF Local 452 Fire Suppression.
  • Rates of pay will be retroactive to January 1, 2023.
  • Operational changes to the contract to improve span of control, supervision and accountability, as well as streamline staffing processes to better align with the fire suppression schedule.
  • Enhancements to deferred compensation contributions, education incentive, overtime rate, and pager pay to better align with those offered by comparable agencies to support recruitment and retention of qualified employees.
  • Administrative changes to the medical expense reimbursement program (MERP) and time loss guarantee benefit to ensure clarity of the intent of the language and to streamline processes.
  • Enhancements in support of diversity, equity, and inclusion by adding Juneteenth as a paid holiday, as well as utilizing inclusive language throughout the agreement.

Present Situation
The labor agreement between the City and the IAFF Local 4378 bargaining unit expired on December 31, 2022. The parties were able to work through a collaborative process and consensual decision making on many of the provisions for a new three-year agreement. The new labor agreement was recently ratified by the IAFF Local 4378 members and is being brought to Council for approval.
Advantage(s)
If ratified, the City and bargaining unit will have a collective bargaining agreement and will be operating under an agreement that meets the business needs of both parties.
Disadvantage(s)
There are no known disadvantages to ratifying.
Budget Impact
Changes in the contract that have financial impact on the City include adjustments to deferred compensation, updated increases in the compensation for overtime work, pay differentials, education incentive and pager pay. The cumulative estimate of all those adjustments is $322,000 over the three-year time period covered by the contract. There are only 12 employees covered by the agreement. The Adopted Biennial Budget contains sufficient budget for the increases included in the collective bargaining agreement with the Fire Command Officers. Inflationary adjustments are not included in the estimate above. The inflationary increases are linked to IAFF Local 452 Fire Suppression contract and will be evaluated when the contract is ready for Council approval.

On January 23, 2023, authorize the City Manager or their designee to sign the 2023-2025 Collective Bargaining Agreement with IAFF Local 4378.
