Increase Spending Limit on Contract C-100569 for Purchasing Ford Vehicles
Key Points
  • The original contract was competitively bid and conforms with the bidding requirements set forth by the State of Washington.
  • Purchases from this contract will exceed the current six million dollar purchasing threshold.
  • Over the next two years, sixty-three Ford trucks are due to be replaced.
  • The initial purchase price of zero and low-emission vehicles can be higher than comparable fossil fuel powered vehicles so additional budgetary authority is needed to meet City climate objectives.
  • Staff is recommending City Council approve the use of this contract which ends January 1st, 2025.

Present Situation

The City uses Washington State Contract #05916 for purchasing police vehicles, sedans, and light and medium duty trucks. The ability to purchase from this contract allows us to take advantage of the contract pricing. Fleet Service’s staff is requesting that the contract be amended for purchases to be made according to the departments’ current authorized budget in place of setting a new spending threshold.

  1. The vehicles purchased through this contract match current City standards.
  2. Clary Longview, LLC, covered under this contract has continuously provided vehicles and services that help maintain uniformity in the City fleet and the operational needs of multiple City maintenance departments.
  3. The approval for continued use of this contract will enable Fleet Services to order vehicles while taking advantage of this contract's competitive pricing.
  4. Approval of the budget adjustment ensures that Vancouver has the ability to purchase vehicles on an ongoing basis that meet established climate goals.

Action Requested

Authorize the City Manager, or their designee, to approve purchases under Washington State Contract #05916 for the life of the contact with Clary Longview, LLC, up to the current authorized budget. Authorize an increase to the maximum authorized amount under the agreement to $15,000,000 with Bud Clary Ford Longview.
