Appointments to the Vancouver Public Facilities District Board
Present Situation
The Vancouver Public Facilities District Board (PFD) is a municipal corporation governed by a five-member Board of Directors. It was created by Vancouver City Council in 1999 to develop the downtown hotel and convention center. The PFD owns the land under the Hilton hotel and convention center in downtown Vancouver, which it leases to the City’s Downtown Redevelopment Authority (DRA) and receives funding for operation of the property from the state sales tax credit program which it then transfers to the DRA. The PFD board is also responsible for approving annual budgets and monitoring use of the funds.

Council Committee 1 recently interviewed candidates for this board and recommends the mid-term appointments of Hunter Byrnes, term beginning immediately and expiring Nov. 30, 2025, Azsha Preble, term beginning immediately and expiring Nov. 30, 2026, and reappointment of Abbie Layne to a full term beginning immediately and expiring Nov. 30, 2027.

If there are no objections, this appointment will be presented for Council action at the at the Monday, December 11, Council meeting.

Action Requested

Appoint to the Vancouver Public Facilities District Board of Directors Hunter Byrnes, term expiring Nov. 30, 2025, and Azsha Preble, term expiring Nov. 30, 2026, and reappoint Abbie Layne, term expiring Nov. 30, 2027.
