Professional Services Agreement for Armored Car Services
Key Points
  • The armored car company picks up deposits daily at 5 locations across the city.

Present Situation

The City currently utilizes armored car services through a contract with Loomis Armored US, LLC. 

 

The City and Clark County went through a joint Request for Proposal (RFP) process in May 2015 for armored car services, with the goal that if the City and County combined efforts, the responding companies would offer more competitive pricing in order to receive the award of contracts from both the City and the County.  No responses were received for the RFP.

 

The City and Clark County then looked at the option of piggy-backing on the State of Oregon or the State of Washington’s armored car contract.  After review and negotiations, Loomis agreed to offer its professional services to perform work per the Oregon Price Agreement 3396; RFP No. 102-1894-12R.  On September 11, 2023, the State of Oregon signed Amendment 12 to this agreement, which extended the term of the price agreement with Loomis through November 2024.

 

Loomis has provided armored car services to the City under the current agreement since February 1, 2016; the City’s current agreement expires November 25, 2023.  To ensure continuity of armored car services, staff recommends extending the City’s agreement with Loomis, in alignment with the State of Oregon’s agreement, until November 25, 2024, with the ability to extend an additional period until December 31, 2025, if such a term is available.

 

It is anticipated that additional procurement options for armored car services may become available in the next 24-30 months, but extending this agreement through that timeframe will ensure the City continues to receive this critical service while maintaining greater flexibility in the future.


Advantage(s)
Loomis Armored US, LLC has provided the full extent of armored car services for the City under the current agreement since February 1, 2016. The normal pickup cost is not changing under the contract amendment.

Budget Impact

The cost of armored car services is included in the 2023-2024 Biennial Budget.
