Bid award for Blandford Drive Subbasins LID Retrofits, ITB 23-21
Key Points
  • The project will provide water quality treatment and infiltration for sections of the Dubois and Cliffside neighborhoods, which currently drain to Blandford Canyon. The City received 11 bids for the project.
  • Staff proposes awarding a contract to the lowest responsive bidder, Rotschy, Inc. of Vancouver, Washington, at the bid price of $1,456,546.

Present Situation

Runoff from the plateau area adjacent to the northern end of the Blandford Canyon drains untreated and undetained to the canyon storm system, which flows to a stormwater pond along Columbia House Boulevard and ultimately drains to the Columbia River. Localized flooding occurs downstream along Columbia House Boulevard upstream of the stormwater pond. This project will install 21 underground filter media cartridge units, two bioretention facilities and associated underground infiltration facilities. These new facilities will treat and infiltrate stormwater from approximately 22 acres of impervious surfaces reducing flows to the Blandford Canyon system.

 

On 11/28/2023, the City received 11 bids for the subject project. The bids ranged between $1,456,546 and $2,669,480. The low bidder was responsive. The bids are as follows:

The Contractor plans to exceed the Apprenticeship Utilization goal of 4% by using 300 apprenticeship hours out of the total 5669 project hours.


Advantage(s)
  1. The project will add water quality treatment and infiltration to eliminate downstream flooding while maintaining emergency overflow connections to the existing downstream storm system.
  2. Infiltration of stormwater provides for aquifer recharge.
  3. The City received a Water Quality Grant that will fund 75% of the project cost which will greatly reduce the budget impact.

Disadvantage(s)
None anticipated.
Budget Impact

This project is funded in part through a State Water Quality Financial Assistance Grant. The grant covers project design, engineering, and construction costs.  It requires a 25% cash match from the City which will come from the Surface Water Utility Fund. The project is fully budgeted in the City's Capital 2023-2024 Budget.


Prior Council Review
Project funding was previously reviewed by Council as part of the 2023-2024 Surface Water Construction Capital Budget.
Action Requested

On December 18, 2023, award a construction contract for the Blandford Drive Stormwater Retrofits project to the lowest responsive and responsible bidder, Rotschy, Inc. of Vancouver, Washington, USA at their bid price of $1,456,546.00, and authorize the City Manager or designee to execute the same.
