Completion of Construction - Safe Stay 3 Project
Key Points
  • The project constructed the Safe Stay 3 Community at 400 W. Evergreen Boulevard including twenty shelters, one office, community gathering areas, restroom and laundry units, and storage facilities.
  • City Electric of Ridgefield, Washington was awarded the contract for construction in August 2023. Construction began in September 2023 and was physically complete in November 2023.
  • Final construction costs for the project are $711,958.27.
  • The apprenticeship goal for this project was 3% of the project’s labor hours. The contractor was able to exceed the goal and achieved an actual apprenticeship utilization of 22%.

Present Situation
  • The project constructed the Safe Stay 3 Community including twenty shelters, one office, community gathering areas, restroom and laundry units, and storage facilities.
  • The original construction contract bid amount was $708,307.68. Quantity adjustments during construction increased the final contract amount 0.5% to $711,958.27. City Electric of Ridgefield, Washington, has satisfactorily completed the subject improvements in accordance with the plans and specifications.
  • The apprenticeship goal for this project was 3% of the project’s labor hours. The contractor was able to exceed the goal and achieved an actual apprenticeship utilization of 22%. The high apprenticeship utilization was able to be achieved due to the high need for electricians on this project.

Advantage(s)
  1. Completes the City’s contractual and statutory process for accepting the project.
  2. Formal project acceptance allows for closure on third-party bond claims and facilitates release of retainage.

Budget Impact

The cost for construction was included in the 2023-2024 biennial budget.  Construction was funded by the City’s Affordable Housing Property Tax.

  1. November 17, 2022, Safe Stay Community 3 update.
  2. The City Council awarded the construction contract August 28, 2023.

Action Requested

On March 11, 2024, accept the Safe Stay 3 Project as constructed by City Electric of Ridgefield, Washington, and authorize release of the retainage in the amount of $32,748.77, subject to receipt of all documentation required by law.
