Construction Acceptance - Water Station 7 Water Treatment Improvements
Key Points
  • Water Station 7 is essential to the City’s water system in providing safe, clean drinking water.
  • This project replaced the water treatment systems with modern equipment.
  • Stellar J Corporation exceeded the apprenticeship utilization goal of 3%.
  • The contractor has completed construction and met all administrative requirements for project close out.

Present Situation

The existing Water Station 7 fluoridation and disinfection systems were replaced with modern equipment to meet current standards. The new systems serve the same purpose with additional safeguards. The sodium hypochlorite solution will be generated and stored within the existing plant utilizing salt, water and electricity. In March 2022, City Council approved a contract with Stellar J Corporation to complete this work.

 

The contractor has satisfactorily completed this project in accordance with the provided plans & specifications.  Contract costs are summarized below:

The final contract amount was roughly 20% higher than the original $687,701.64.  Unforeseen changes were necessary during construction to improve the electrical service going out to the Clark PUD transformer to ensure the reliability of the new systems.


The Apprenticeship Utilization goal of 3% was exceeded with Stellar J Corporation and their subcontractors, delivering 453.0 apprentice hours out of the total 2,304 project hours.

  2. Completes the City’s contractual and statutory project acceptance process.
  3. Formal acceptance allows for closure on third-party claims and facilitates contractor’s release of retainage bond.

Budget Impact

Sufficient appropriation to fund this project was included in the 2023-2024 Water Capital Budget.

Action Requested

Accept the Water Station 7 Water Treatment Improvements project as constructed by Stellar J Corporation of Woodland, WA and authorize release of bond, subject to receipt of all documentation required by law.
