Acceptance of Federal Aviation Administration Grant for Pearson Field
Key Points

Present Situation

The City of Vancouver is receiving a grant from the Federal Aviation Administration (FAA) to fund rehabilitation of the runway pavement at Pearson Field Airport in 2019. The project includes grinding off the old runway asphalt, repaving the runway, re-striping, new runway signage and replacement of a pilot electronic landing guidance system. Total cost of the project, including contract administration and inspection, is estimated to be $950,000. The FAA grant will pay for 90% of the project. An additional WSDOT Aviation Division Airport Aid grant can be used as a 5% match for the project. The City, through the Pearson Field budget, would be responsible for the remaining 5%. The FAA requires a resolution indicating the City Council’s authorization to accept the grant.


Advantage(s)
  1. The rehabilitation of the runway pavement is an important capital improvement project for Pearson Field. If accepted, the FAA grant will provide 90% of the funding for that project.
  2. The project will remove and replace runway asphalt pavement that was last replaced in 1991.

Disadvantage(s)

Budget Impact

The cost estimate for the project, including construction contract inspection and administration, is $950,000. The FAA will pay for 90% of the project costs. A WSDOT grant will pay for 5% of the project costs and the City will be responsible for the remaining 5%. There is City funding approved for this project in the 2019-2020 Pearson Field budget.


Prior Council Review

Council approved a resolution to apply for a grant from WSDOT, Aviation Division for this project on May 6, 2019.


Action Requested

On June 24, 2019, adopt a resolution authorizing the City Manager to accept a grant from the Federal Aviation Administration for 90% of the project’s $950,000 estimated costs for the removal and replacement of runway pavement, new runway striping, replacement runway guidance signing, and replacement of a pilot electronic landing guidance system, at Pearson Field Airport.
