Award of Bid - Pearson Field Pavement Rehabilitation, PAPI and Sign Replacement
Key Points
  • Pearson Field Airport is owned and maintained by the City of Vancouver

Present Situation

The City of Vancouver owns and maintains Pearson Field Airport. The airport serves the local general aviation community with one runway; runway 8-26. The runway is surfaced with asphalt pavement which, although maintained in intervening years, has not be rehabilitated since 1991.  With a design life of 20 years at the longest, the existing pavement has served its purpose well, but is now past its useful life and must be rehabilitated.

 

The proposed project calls for the removal and replacement of the asphalt surface of the 60' x 3250' runway, the replacement of the Precision Approach Path Indicator (PAPI) pilot landing assistance system for runway 26, and the replacement of some field guidance signs.

 

The project will be 90% funded from a pending grant from the Federal Aviation Administration (FAA), and 10% funded from the Pearson Airfield enterprise fund. The City has applied for an additional 5% grant for the project from the Washington Department of Transportation Aviation Section (WSDOTA). If that WSDOTA grant is awarded, the Pearson Field enterprise fund will need to fund only the remaining 5% of the project.

 

Invitation to bid #19-16 was released in April 2019, with bids being opened May 21. Four bids were received and ranged from $742,197.46 to $883,167.32

Granite Construction's low bid was responsive.

 

Because of the federal grant funding being used for the project, there are no City of Vancouver apprentice utilization goal requirements for this project.

 

As FAA grants are not confirmed until late July, the City may not have grant award confirmation by the time City Council considers this award proposal.  Staff is requesting that City Council authorize the City Manager or his designee to enter into a construction contract with Granite only after the FAA grant has been confirmed. 


Advantage(s)
  1. Pearson Field Airport's runway will be resurfaced with an anticipated 20 year+ surface life.
  2. The aging existing PAPI will be replaced new state-of-the-art PAPI 
  3. The FAA grant will pay for 90% of the project's costs.
  4. A pending WSDOTA grant could pay for an additional 5% of the project's costs.

Budget Impact

With 90% of the project paid for using an FAA grant, the Pearson Field enterprise fund will need to pay for the remaining 10%.  However, if the WSDOTA grant is awarded, that enterprise fund costs could be reduced to 5%.

 

10% of the project's costs have been appropriated from the Pearson Field enterprise fund.


Prior Council Review

Authorization for the City Manager to accept the 90% FAA grant on June 24, 2019 (Staff Report 078-19)


Action Requested

Authorize the City Manager or designee to enter into a contract with Granite Construction Company for $742,197.46, including Washington State sales tax, for the Pearson Field Runway Pavement Rehabilitation, PAPI, and Sign Replacement Project. 

 

Authorization for the City Manager to enter into this contract is requested to be granted only after confirmation of the 2019 FAA grant for this project has been received.
