Bid Award for East Vancouver PH1 Sanitary Sewer Improvements
Key Points
  • The project will install approximately 3,190 lineal feet of 8-inch gravity sewer mains providing 53 parcels with reliable sewer service.
  • The City received 9 bids for the project.
  • Staff proposes awarding a contract to the lowest, responsive bidder, Tapani, Inc., of Battle Ground, WA, at the bid price of $555,712.53.

Present Situation

The East Vancouver PH1 project is proposed to be constructed under the Sewer Connection Incentive Program (SCIP).  This project will provide reliable sewer service to 53 parcels by installing 3,190 linear feet of 8-inch gravity sewer mains in NE 141st, NE 142nd, NE 143rd, NE 123rd and NE 63rd Avenues, NE 42nd Street and Morrow Rd.

 

On October 22, 2019, the City received 9 bids for the subject project. The bids ranged between $555,000 and $1,080,000. The low bidder was responsive. The bids are as follows:

Based on the amount of the bid, this project will have a required minimum apprenticeship utilization of 3%.

Advantage(s)
  1. Provide reliable sanitary sewer service to residents.
  2. Subsequent decommissioning of septic systems will protect the communities water supply.

Budget Impact

Funds for the sanitary sewer improvements were appropriated in the Sewer Construction Fund, Capital Improvement Program 2019-2020 Budget.

Funding previously reviewed by Council as part of the 2019-2020 Sewer Construction Fund Capital Budget.


Action Requested

Award a construction contract for the East Vancouver PH1  Sanitary Sewer Improvement project to the lowest responsive and responsible bidder, Tapani, Inc. of Battle Ground, WA, at their bid price of $555,712.53, which includes Washington State sales tax.
