Citizen Communication (Items 1-9)

This is the place on the agenda where the public is invited to speak to Council regarding the items on tonight's Consent Agenda. The person speaking is requested to complete a yellow, pre-printed card (provided at the counter in front of Council Chambers) with their name/address and agenda item to be addressed. They are also asked to sit at the table at the place marked "Citizen Testimony" and give their name and city of residence for the audio record.  Please notify the Council Assistant if you are unable to sit at the table to give your testimony and wish to have a wireless microphone provided to you. Citizens testifying are asked to limit testimony to three minutes.

1.Bid Award for East Vancouver PH1 Sanitary Sewer Improvements

Request:

Award a construction contract for the East Vancouver PH1  Sanitary Sewer Improvement project to the lowest responsive and responsible bidder, Tapani, Inc. of Battle Ground, WA, at their bid price of $555,712.53, which includes Washington State sales tax.

2.Amendment to a contract with MacKay Sposito to complete the design, public involvement, and provide construction support related to the SE 1st Street transportation improvement project

Request:

Authorize the City Manager or his designee to execute Amendment 1 of the contract with MacKay Sposito for a revised total contract amount of $1,239,355.01 for additional design, public involvement and construction support for the improvement of SE 1st Street between SE 164th Avenue and SE 177th Avenue. Council authorizes the City Manager to amend the contract as needed and to amend the value up to 10% of the not-to-exceed value stated herein.

Authorize the City Manager or designee to execute an agreement approving the receipt of grant funds to enhance traffic safety.

Authorize the City Manager or his designee to sign the Transportation Demand Implementation Agreement with the Washington Department of Transportation (PTD0117; and sign the 2019-2023 Commute Trip Reduction intergovernmental agreement with Clark County and the cities of Camas and Washougal.

Request:

Citizen Forum: A Stronger Vancouver
This is the place on the agenda where the public is invited to speak to Council regarding the Stronger Vancouver initiative. Each speaker is requested to fill out a pre-printed testimony card (provided at the counter at the entrance to Chambers) with their name/address. They are also asked to sit at the table at the place marked "Citizen Testimony" and give their name and city of residence for the audio record. Please notify the Council Assistant if you are unable to sit at the table to give your testimony and wish to have a wireless microphone provided to you. Each speaker shall have one opportunity to address the Council. Citizens testifying are asked to limit testimony to three minutes.

They are also asked to sit at the table at the place marked "Citizen Testimony" and give their name and city of residence for the audio record. Please notify the Council Assistant if you are unable to sit at the table to give your testimony and wish to have a wireless microphone provided to you.  Each speaker shall have one opportunity to address the Council. Citizens testifying are asked to limit testimony to three minutes.
