Citizen Communication (Items 1-8)

This is the place on the agenda where the public is invited to speak to Council regarding the items on tonight's Consent Agenda. The person speaking is requested to complete a yellow, pre-printed card (provided at the counter in front of Council Chambers) with their name/address and agenda item to be addressed. They are also asked to sit at the table at the place marked "Citizen Testimony" and give their name and city of residence for the audio record.  Please notify the Council Assistant if you are unable to sit at the table to give your testimony and wish to have a wireless microphone provided to you. Citizens testifying are asked to limit testimony to three minutes.

Consent Agenda (Items 1-8)

The following items will be passed by a single motion to approve all listed actions and resolutions. There will be no discussion on these items unless requested by Council. If discussion is requested, the item will be moved from the Consent Agenda and considered separately - after the motion has been made and passed to approve the remaining items.

1.2020 East Curb Ramps

Request:

On February 24, 2020, award a construction contract for the 2020 East Curb Ramps project to the lowest responsive and responsible bidder, and authorize the City Manager or his designee to sign a contract with Advanced Excavating Specialists (AES), LLC from Longview, Washington, at their bid price of $442,300.00, which includes Washington State sales tax.

2.Bid for Auto Body Repair Services RFP36-19

Request:

Authorize the City Manager to execute the contract with NW Collision Services for the performance of auto body repair services on an as-needed basis, and authorize any subsequent legal action necessary to enforce the terms of the same.

3.Purchase of Self-Contained Breathing Apparatus (SCBA) Equipment and Accessories

Request:

Authorize the City Manager or his designee to approve a contract and any required contract amendments with MES, for the SCBA equipment and accessories purchase.  The amount of this purchase is $1,353,870.26

4.Agricultural lease renewal for the Vancouver Lake Lowlands with Firestone Pacific Foods LLC

Authorize the City Manager to execute the Real Property Lease Agreement with Firestone Pacific Foods, LLC, and authorize any subsequent legal action necessary to enforce the terms of the same.

Request:

On February 24, 2020, authorize the City Manager or his designee to formally ratify the 2020-2022 Collective Bargaining Agreement with IAFF Local 452 by signing the 2020-2022 IAFF Local 452 CBA.

Request:
