City Council Meeting Agenda

July 11, 2022



In accordance with the Open Public Meetings Act (OPMA), the Vancouver City Council meeting will be open to in-person attendance. Options for viewing and/or participating in the meeting remotely will also be accommodated (see details below). The City Council will be attending this meeting in person.

  

All City Council workshops and meetings are broadcast (live closed captioning available) on www.cvtv.org, CVTV cable channels 23 / HD 323, and on the City's Facebook page, www.facebook.com/VancouverUS. 

 

Public testimony will be accepted under Community Communication regarding Consent Agenda items (Items 1-6)Advance registration will be required (see details below). 

 

 Testimony will be accepted in the following manner:

 

  • Written comments submitted in advance

 

Comments may be sent to council@cityofvancouver.us until 12:00 p.m. July 11. Comments will be compiled and sent to the City Council and entered into the record.

 

In-person or remote testimony during the meeting

Advance registration is required to testify. Online registration is open until 12:00 p.m. on July 11.

 

In person registration is open until 6:30 pm at the Council Chambers. Instructions will be provided on-site.

2.Approval of Contract Amendment for the Cost Increase to Contract No. C-100138 Plumbing On-call Maintenance and Services

Request:

Approve a contract amendment for an increase of $500,000.00 for Contract No. C-100138 Plumbing On-call Maintenance and Services and authorize the City Manager, or their designee, to increase the total contract amount to $800,000 for the balance of the term of the contract.

3.Interstate Bridge Replacement Program – Resolution Stating City of Vancouver Support for a Modified Locally Preferred Alternative, Program Commitments, and City of Vancouver Conditions of Approval
Staff Report: 089-22

 

A RESOLUTION relating to selection of a Modified Locally Preferred Alternative (MLPA) for the Interstate 5 Bridge Replacement (IBR) Program, and authorizing action by the City of Vancouver's delegates to the C-TRAN Board, Regional Transportation Council Board, and Metro Joint Policy Advisory Committee on Transportation guided by the principles herein, in support of a MLPA.

Adopt Attachment A, a Resolution stating the City’s support for the Interstate Bridge Replacement Program recommendation for a Modified Locally Preferred Alternative with attached Program Commitments and City of Vancouver Conditions of Approval.

4.Amendments to VMC 8.22 - Camping
Staff Report: 090-22

 

AN ORDINANCE of the City of Vancouver, Washington renaming Chapter 8.22 of the Vancouver Municipal Code, protecting certain areas that are particularly vulnerable to a dangerous wildfire event by prohibiting camping and outside habitation in those areas; amending VMC 8.22.010 “Findings”, VMC 8.22.020 “Purpose”, VMC 8.22.030 “Definitions”, VMC 8.22.040 “Unlawful Camping”, VMC 8.22.050 “Unlawful Storage of Personal Property in Public Places”, VMC 8.22.070 “Permit”; providing for severability; and providing for an immediate effective date.

 

Request:

On July 11, 2022, approve ordinance on first reading, setting date of second reading and public hearing for July 18, 2022.
